Blackhawk Engineering, Inc. provides professional civil engineering services throughout North Florida and South Georgia, including light structural and environmental engineering. Mark S. Cooper, P.E. and Carmen Bourgeois Green, P.E. opened the firm with the vision of providing quality civil engineering services to local developers and contractors. Services include residential and commercial site design and permitting, rezoning applications and subdivisions, stormwater pond design and modeling, water and wastewater design, residential and commercial windload analysis and foundation design, residential and commercial structural observation letters, and other civil engineering services needed for site development.

Our staff has over forty-two years combined professional experience in civil, structural, environmental and geotechnical engineering. Our emphasis is on professional, personal customer service – getting the job done on time, and within budget. Our clients include homeowners, land developers, commercial ventures, and churches and other institutions.
